Police Go Where the Crime Is
Are the police friend or foe? Are they necessary to preserve order, or are they unnecessarily intrusive? Do they have society’s best interest in mind, or are they racist and violent? Heather Mac Donald, Senior Fellow at the Manhattan Institute, analyzes the numbers behind these hot-topic questions.

“… The police are my friends!” a senior citizen blurted out in the middle of a police-community meeting I attended in the South Bronx.
I’ve heard variations on this theme dozens of times from the law-abiding residents of high-crime communities. These hard-working people don’t loathe the police—quite the opposite. They understand what so many seem to have forgotten or never understood: Police spend most of their time in minority communities—that is, mostly black communities—because that is where innocent people are most being hurt by violent street crime.
To put it plainly: Police go where the crime is.
In the 75 largest U.S. counties, about 60% of robbery and murder defendants are black, even though blacks comprise only 15% of the population in those counties.
In New York City, blacks make up 73% of all shooting victims, though they are 23% of the city’s population. In Chicago in 2016, there were 4,300 shooting victims––almost all black. Among the two dozen victims under the age of 12 was a three-year-old, shot on Father’s Day, who is now paralyzed for life, and a ten-year-old, shot on Labor Day, whose pancreas and spleen were ripped apart.
This is the reality that police commanders in urban areas face every day. And every day, they get calls from law-abiding citizens in high-crime neighborhoods, begging for assistance.
So are the police friend or foe? Are they engaging in an epidemic of deadly racist violence, as we so often hear?
In 2019, the police killed 235 blacks, most of them armed or dangerous, out of 1,004 police shooting victims overall. That 25% ratio is actually less than what the black crime rate would predict, since police shootings are a function of the rate at which officers encounter violent suspects.
What about the unarmed victims of fatal police shootings?
As of June 1, 2020, the Washington Post’s database of fatal police shootings in 2019 showed 9 unarmed black victims and 19 unarmed white victims of fatal police shootings. By comparison, about 7,500 blacks die of criminal homicide a year.
You know about George Floyd and Breonna Taylor, but what about Tony Timpa? In 2016, three Dallas police officers held the handcuffed Timpa, a white man, on the ground for 13 minutes with a knee to his back while he pleaded for help. His death was ruled a homicide, caused by the officers’ physical restraint and by cocaine.
The point here is not to justify police misconduct, but to rebut the claim that questionable tactics occur only—or even disproportionately—in the case of black suspects. Indeed, it is premature to conclude that the killing of George Floyd was a product of racial animus at all, as opposed to poor training and the officer’s unfit temperament.
Ideally, officers would take no one’s life in the course of their duties. But in light of the number of arrests that officers make each year—around 10 million—and the number of deadly weapons attacks on officers—27 a day—it is not clear that 1,000 civilian deaths, the vast majority occurring in the face of potentially deadly attack, show a law enforcement profession that is out of control.
Can police methods be improved? Of course, they can—with more hands-on tactical training, more practice in de-escalation, and better techniques to control stress. What won’t help is defunding police agencies. Officers in depleted departments who cannot get back-up when they face dangerous suspects will be even more stressed out and more at risk of making bad decisions. Response times will increase. Cash-starved agencies will train less, not more.

police are not the problem, black people are.
Police are not the problem. The problem is politicians who promote criminality in order to further their political careers. They use race to bait the emotions of the people they target to their side of the voting isle. This is about POWER & CONTROL. The Democrat controlled media spread the gasoline. Then they wait for someone to come along with a match.
Racist
This needs to be seen in present 2022, – the Police and any activity needs to be viewed Fairly,
Every few months i get non-whites come in and check to see if ive accidentally left my cars open. We go back and see them on the cameras.
This video is correct: crime is the problem. Its NOT racism, the only race aspect of it in my area is that ive never seen a white person or an asian do it, its only the aboriginals doing it…thats it. So they are basically just a criminal profile.
One time they struck it lucky, I was tired, got home late, was packing things in and out of my car for work, forgot i had my wallet in there with like a grand in it, and they happened along, took the money, left the wallet (thank god), and I didnt have a credit card at that time (thank god) and took my phone charger, and rifled through all my work boxes.
Yep, its my own fault, etc etc. But still: CRIME IS THE PROBLEM.
The lefties try to play politics on it, but crime is actually just the problem, its as simple as that, there are no excuses actually.
I like how even the title of the video just blurts out the racist and classist premise of the points. Hilarious White Fear video.

People given military weapons to deal with PEACEFUL PROTESTS creates a superiority complex where they feel in power or an us vs them situation if the police don't have deadly weapons they will be way more likely to deescalate and control the situation better.
This isnt an excuse to suspect all blacks though?
in white community schools most of the time there is more drugs than black community schools so if thats where the crime is how are there no police to check that?
This goddamn ghoul stares into your soul because you know she consumes virgins life essence to sustain her.
Wow. Its amazing how she can be so wrong and also argue against her own opinions in the same video.
Why are we listening to an anti-reform propagandists who believes in the Great Replacement, as if she's going to give us an unbiased account of things.
“Uhhhhhhh…….. HALF.”

4:39 Looks like the city map of Vienna
I heard about Tony from this video, and then did some research on his story, and Heather – for good reasons, I'm assuming – left out a few details:
Detail #1: It was actually Tony who called the cops. He was schizophrenic, and was told that if he couldn't find his meds, and he started going crazy, then he should call the police for help. The problem was that the cops who came weren't trained to handle this type of situation.
Detail #2: Unlike with George Floyd – who was only told time and time again to come quietly, but kept resisting – was mocked and laughed at by the police, one of whom, when calling in an ambulance, made a joke about the street name. Then, after Tony was officially out cold, they shook him, saying things like, "Tony! It's time for school, wake up!"
Detail #3: Despite the officer's deeds being ruled as homicide, it wasn't long before they were allowed to return to duty. Contrast that with George's killer, who was not only fired, but was not allowed to work in emergency services.
So, with this in mind, what can I say about Timpa's story that hasn't been said already?
Just because ‘the police are your friends’ doesn’t mean you should forfeit you’re rights to them.
In the dark as I grit my teeth thinking about cops. And all the wrong doings of the law. Piggy’s get molested in front of their families with a chainsaw. Young knuckle up
how about we talk about why the crime is urban areas is high???? how about we talk about the war on drugs, when the American government put guns and drugs into these urbans areas. lets talk about redlining and gerrymandering that pushed minorities into the ghettos and denied them access to the suburbs even if they met the requirements. how about we talk about the life threatening stereotypes that were created after slavery so black people would never be seen in a good light in this country.
Ah yes, white american propaganda at its finest. 😐
As a young Black woman, I approve this message 🙋🏽♀️ and I hope the majority of my community does as well because acknowledging and accepting the truth will set us free 🙏🏽
pragerU doesnt understand cause and effect.
they look at decades of segregation of black communities for both job positions and housing and think it has zero correlation on the rise in non-violent drug related crimes (a way to make money when you live an area that is essentially devoid of oppertunity).
you say racism is not a factor, because you are intentionally trying to disregard the long history of ours laws that intended to hurt the poorest of country (newly free'd black slaves with zero assets.), which is the reason why we STILL are incredibly segregated by race to this day.
this stuff didnt happen that long ago, it is extensively documented in our actual legal system's previous laws, and can be found with just a little bit of desire to do research.
news flash pragerU fans, you can not erase the inequalities from something like race-based slavery from a society in only 7ish generations. especially when there is a clear and documented push back against fixing said inequalities by those that hold legislative power.
But honestly tell me why did a police officer say he mistook a taser for a gun both are clearly different. I watched a man the other day get pulled over and the police man started yelling at him. The man didn’t do anything he was just driving home to visit his family after coming back from serving our country. The man in the car kept telling the officer and the officer kept yelling and pepper sprayed him. A police officer killed a man because he thought A BAG OF SKITTLES was a weapon. Another officer killed a man who was wearing a bunch of scarves and hats because of his condition. The officer said someone called in and was scared that the man with all the scarves was a burglar. the person that called in then apologized because the person learned that the man (his name is mcklain) just had a severe disorder that required all the winter clothes. Mcklain was walking out of the store and police stopped him, tackled him, bruised him, and killed mcklain EVEN AFTER THE PERSON APOLOGIZED. A family friend says he gets pulled over 3 times a day and at least 15 times a week. He immediately puts his hands on the dash board because he is scared of the officer. I know this man well and I can tell you he drives to safe to be pulled over 3 times a day. Even once when I was with him he was pulled over twice. He told me to put my hands on the dash board. I did so. One of the times the officer asked if I was alright and if the family friend was harming me. I told him yes and the police officer left. He lives in a perfectly nice and family friendly black neighborhood for the amount of cop cars that go around and knock on people’s doors. (This family friend is older maybe 60 and he also served for our country) he once told me he watched a little girl get shot by an officer in his older neighborhood for riding her bike. The girl was only 7 or 8. There is a video online of a police officer yelling at a little girl to get out of her car. The girl did nothing. She was crying and this grown boy yelled at her and pepper sprayed her. This is the world we live in and we can’t respect them if they won’t respect us. I’m not saying they’re all bad but they mostly are not at all good.
So noone has a problem with this?

It's interesting that only with Racial issues we refuse to take root causes into account. SHAME ON THIS POPULATION.
