The way a STATE has handled it's financial business is indicative of it's ability to govern itself. I go along with McConnell…. allow the various STATES (CORPORATIONS) to declare bankruptcy. Those that declare bankruptcy are obviously incapable of functioning as a sovereign State and should be in receivership until they become capable of independence. Of course they be will lose their places in Congress and cannot vote in Federal elections.
