Yes, what we consider evil is a matter of opinion that is based on emotions, specifically the emotions of love and empathy. That is why morality is subjective, including for your God. 'Objective' does not mean 'God's opinion' or 'made up by God for emotional reasons'. We base our understanding of good and evil on empathy and a sense of fairness. No other basis is necessary. According to the standard of love and empathy, God is either evil, or lacks the power to do anything about evil.
How does anyone hold to a moral standard (evil in this case) that is NOT subjective? Of course our standards are subjective.
