Heritage Responds to New White House Immigration Reforms
Matthew Spalding, director of Heritage’s B. Kenneth Simon Center for American Studies, explains why the Bush Administration’s new measures for immigration reform are good ones. He says the best way to move the ball forward is not comprehensive legislation but targeted and effective enforcement measures focused where there is extensive agreement and widespread popular support.

Most Americans prefer the "attrition" strategy toward illegal immigration. Build the 700 miles of new fencing (a large part of which would be double-layer) and 300 miles of vehicle barriers. That way the border would be on virtual lockdown since the rest is remote and inaccessible desert and water. And put in a true employer-verification system with sanctions so that illegals would be forced to eventually "self-deport".
