I disagree with the 10 horns/toes being 10 individuals ruling over one overall area. If you remember the he goat in Daniel that represents Greece had its horn broken off and then 4 horns grew out of it to take its place. Those 4 horns were the 4 generals that inherited Alexander’s empire and they each got their respective regions to rule over. The same would apply to the 10 horns, which if we are being consistent, represent 10 rulers who will have their respective 10 nations to rule over but will rule together as a union.

Much of what is presented when it comes to the prophetic Word, is just speculations. Maybe nearly all of it wrong. Revelation/light is what must be given from Above.
All prophecy teachers I've ever heard said the 10 horns are 10 nations….so could it be the leaders of those 10 nations to be the individuals you speak of? That would make all of you right. But, as you stated it, that makes perfect sense to me.
