If ever one can show an alternative means to accomplish a task, it shall be proved that the first offering was not necessary. Since that method of disproof is possible it is then perhaps impossible to ever attest a plan is necessary. It would be well neigh impossible to prove that some one could not find an alternative. So not finding one does not prove that the first, proposed legislation, is necessary.
All in all "necessary and proper" seems prone to immense corruption. It should be used rarely or never, and always viewed with extreme skepticism.

Our great grandfathers wouldn't even recognize the country we live in. Seat belt laws for example. "Click it or ticket". Insane.
I think John Marshall would approve of regulations on the kind of light bulbs we use. "The government creates rules on what kind of light bulbs we can buy." More accurately, standards as to what the light bulbs we buy both should and should not do or be. Another example of PragerU being stupid and viciously manipulative.

"Power corrupts." The purpose of SCOTUS is to side with the federal government every time they make a power grab. SCOTUS only has the power they do because Marshall took it away from the states and they let him.

This is also why the court was given no enforcement mechanism, but if the President jusy goes along with every ruling, it just ruins this mechanism.
It requires the elecutive to agree beflre anything happenes. Any unconstitutional ruling is supposed to be checked and unified by the other branches, the same way illegal laws are checked by the courts.
However, this has been completely forgotten. Otherwise, this case would have faded into history. Now, for some reason, people think the court has the final say in all things, what Jefferson called a "despotic oligarchy," despite the founders writing repeatedly about the dangers of a rogue judiciary, the courts being bound by the Constitution as well and not have any power to amend it, and the duty of the other branches to nullify illegal rulings.
What's hilarious is the anti federaljsts pointed to this EXACT thing happening as to why they didn't want to sign the Constitution as written and wanted amendments before ratification. Such ambiguous statements ALWAYS go into the government's favor. It is our nature.
