Imagine you live in a little country with more than a hundred thousand rockets pointed at it. And envision the leaders who control those weapons had one specified function: to damage you– to literally clean your nation off the map.
What would do you?
Strike first and attempt to ruin all the weapons? Set up an anti-missile defense system? Or would you overlook the issue and hope it goes away?
